Ethiopia has received 1.69 billion US dollars in loans and grants in the last six months of the current budget year said Tewdros Adhanom, Ethiopian Minister of Foreign Affairs.
Most of the financing, an estimated 1.04 billion, was obtained from bilateral sources and the remaining funds from multilateral financial sources he said in his report to the House of Peoples Representatives.
The nation has also acquired 976.8 million US dollars from donors and creditors in this period according to Tewdros. Donors in this period included England, Italy, United States, the European Union, Germany, Czech Republic, Norway, and the Netherlands read the report he presented.The country has also secured above 1.15 billion from the World Bank over this period to finance basic social services like education, health and economic infrastructure including roads said Tewdros.
The Ministry of Foreign Affairs has raised more than 3 million US dollars in the last six months with 2.7 million US dollars raised from the sale of bonds.

Federal Investigators Suspected Dorner Fled to Mexico
Former LAPD officer Christopher Dorner -- the suspect in three killings that have targeted law enforcement and the subject of a continuing manhunt --?was suspected last week of??fleeing to Mexico, according to a federal court document.
The criminal complaint filed in federal court on Feb. 7 charges Dorner with fleeing to avoid prosecution. It states that there was reason to believe he had crossed the border into Mexico.
An affidavit included in the complaint ( PDF )?was written by U.S. Marshals Service Inspector Craig McClusky the same day that the search for Dorner led to his burned out truck in the mountain resort of Big Bear.
McClusky?recounted the Irvine Police Department's request for assistance from the U.S. Marshal Service in finding Dorner after he became a suspect in the Feb. 3 killing of Keith Lawrence and Monica Quan, who is the daughter of an LAPD official mentioned by Dorner is a manifesto that details his alleged revenge plot.
McClusky described "the recent observations of a suspect matching Dorner's description attempting to flee to Mexico," and stated "there is probable cause to believe that Dorner has moved and traveled in interstate and foreign commerce from California to Mexico" to avoid prosecution.

The document also states that U.S. Marshals were tracking a Dorner associate identified only as "J.Y.," who had been spotted in Costa Mesa.
The search for Dorner continued in Big Bear on Monday, even as police followed multiple sightings of the former officer that turned out to be false.

Also on Monday, the Riverside County District Attorney's office filed a charge of murder against Dorner in the shooting death of Officer Michael Crain, who was killed in what authorities have described as an ambush. Crain was shot Thursday while he and his 27-year-old trainee partner were sitting at a traffic light near the Riverside Freeway in a shooting that police described as an ambush.
"We felt the state of the evidence dictated there was no reason to withhold filing charges," Riverside County District Attorney Paul Zellerbach said. "He's a felon at large."
The Los Angeles Police Department on Sunday announced a $1 million reward in the case. More than 600 tips have been received, according to the LAPD.?

Bavaria to revamp post-war politics college - The Local
Bavarian politicians are planning a revamp of a tiny politics college founded as "democracy school" in Munich by the Americans after World War II, hoping to turn it into an attractive partner for the city's universities.
The Hochschule f?r Politik (HfP), which was established in 1950 by the Americans as a school to teach democratic principles in the post-war period, has become a bit of a laughing-stock in recent years, wrote the paper. For one, the school, which is financed by the Bavarian state parliament rather than the Federal government, does not have any permanent professors, but relies on visiting lecturers.
Secondly, rival political science teachers at LMU have complained that the sixty-year-old HfP college is teaching outdated content, and there have even been personal rifts between staff at the two institutions, the paper said.
"We can't be made responsible for checking up on the HfP," said Edgar Grande, director of the LMU's GSI political science faculty told a session of Bavarian state parliament last summer, and added that he saw "no grounds for cooperation" between the two institutions.
Now, faced with its closure, Bavarian state parliament is working on a plan to completely revamp and redefine what it sees as its "own" college, to make it into a serious, worthy and attractive partner for Munich's universities.
"It's about making clear that cooperation with the HfP can be beneficial for both sides," Michael Piazolo of the Bavarian Freien W?hlen told the paper. "We want to make the bride so pretty that there are as many admirers as possible."
Suggestions so far include changing the name to the "Bavarian School of Public Affairs" and employing fixed term professors to teach focused, practical subjects such as political science designed for application in management, administration or business.
With the new focus, politicians are hoping not only LMU but also Munich's Technical University will jump at the chance to be wedded to the new-look college.
